The Philadelphia Prison System - Riverside Correctional Facility (Women) serves as a low/medium-security city detention center located at 8151 State Rd PO Box 6230 in Philadelphia, PA. Operated locally by the police and sheriff's departments, it houses inmates and detainees awaiting trial or sentencing. Most sentenced inmates have terms of less than two years. The facility also accepts inmates from surrounding towns and occasionally from the US Marshal's Service.

New detainees are regularly admitted to the jail, with some being released on bail or placed under pretrial services caseloads. Others may be supervised by probation agencies or released on recognizance with a court appearance agreement. Those who remain in custody await their court appearances at the facility, receiving accommodations such as bedding and meals.

RCF operates on the principles of direct supervision and unit management. Each unit management group includes a lieutenant, who serves as unit manager, and a sergeant, as well as treatment and clerical staff. Designed by the Vitetta Group, the three-story facility is comprised of a 143,000-square-foot housing building and a support building sized about 75,000 square feet. Each floor includes a recreation area, dispensary, multipurpose area, and food-delivery area. The podular design with precast cells is similar to that of CFCF. Inmates are housed two per cell, 64 or 128 per pod. The facility includes administrative and staff offices, classrooms for educational, computer, and vocational training, an intake and discharge area, and a gymnasium, in addition to areas for medical and behavioral health treatment, social service, group meeting, recreational, food-service, and maintenance areas, and law and leisure libraries. The medical and behavioral health offices were furnished fully and include a nurses' station, pharmacy, lab, dental, examination, x-ray, and emergency treatment rooms, as well as areas for AIDS counseling, records, equipment, and other storage.
