The Rock Co Jail is a detention center located at 200 E US Hwy 14 Janesville, WI which is operated locally by the Rock County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Rock County accepts inmates from surrounding towns, Janesville Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

At the time of booking, your personal property will be collected, and you will be provided with a jail uniform and one set of undergarments. If you remain incarcerated after three days, you will receive an additional two sets of undergarments, one more set of uniforms, and a Rock Co. Jail Rule Book. The facility limits the storage of personal property to one change of street clothes, one jacket or coat, and one pair of shoes or boots. It is your responsibility to arrange for family members or friends to remove and store any additional items by completing an Outgoing Property Request Slip.

During the booking process, you will be asked about your medical history. If you have a communicable disease or health concern, it is crucial to inform the booking officer, who will take appropriate action. A healthcare professional will assess you.

The Rock County Sheriff’s Office employs the Northpointe Classification System to determine housing assignments for inmates. This objective system considers current charges, past criminal history, and past and present jail behavior. Within the first 72 hours, a jail staff member will notify you of your classification level. You are expected to cooperate and provide honest responses during the interview, which will be recorded on a personal information sheet. A copy of this form is available upon request.

After processing this information, you will be assigned to a housing area based on your classification. If you wish to appeal your classification, you must do so in writing within ten days, explaining why you believe the classification is incorrect. You will receive a written response regarding the outcome of your appeal. Your classification will be periodically reviewed, taking into account any changes in charges or behavior. Compliance with jail rules generally leads to a lower classification and more privileges, while rule violations or additional charges result in a higher classification and fewer privileges. If reclassified, you will receive a notice and be moved to an appropriate housing area. Appeals for reclassification follow the same procedure as initial classification appeals.

Inmate workers are selected based on their conduct and ability to cooperate with jail staff. Inmate workers participate in a community service program, which can reduce their sentence by one day for every 24 hours of work. They are provided with double feeding trays and two jail-issued mattresses as a courtesy. Commissary is available at least once a week, and orders must be submitted using the kiosk two days in advance. If commissary day falls on a holiday, orders may be doubled. Indigent inmates must miss two commissary days to be eligible for an indigent pack, which is distributed weekly and includes basic hygiene items. Indigent mail is stamped only for the Attorney of Record or the Court. When receiving commissary items, inmates must present their jail-issued ID, check their order, and sign for it in the presence of the commissary employee.
