The Rock County WI Youth Services Center (YSC) is a medium to low-security detention center located at 210 E Hwy 14 Janesville, WI that is operated locally by the Juvenile Justice Department and holds youths awaiting the determination of punishment for the crimes of which they are accused. Most of the adolescents are here for less than two years.

The juvenile justice system differs from the adult system, focusing on rehabilitation and recognizing the developmental differences in juveniles. It aims to protect both the child and the public and helps juveniles become productive adults.

Juveniles are detained if they pose a threat, may miss court, or violate court orders. Parental involvement is crucial for effective supervision and rehabilitation.

Key differences in terminology include "taken into custody" instead of "arrest" and "supervision" instead of "probation." Referrals usually come from law enforcement, and an intake social worker decides the juvenile's placement. An inquiry can lead to dismissal, corrective action, or court involvement.

The process includes a plea hearing, possible evaluations, a pre-trial conference, a fact-finding hearing, and a dispositional hearing to determine the case's outcome. Parents may need to cover associated costs.

The Juvenile Justice and Prevention Services Division (JJPSD) implemented several strategic system improvement initiatives. Most improvements were directed towards the Youth Services Center, formerly the Juvenile Detention Center. Staff at the Youth Services Center (YSC) underwent extensive training on the topics of behavioral management, crisis intervention, and trauma-informed care. As a follow-up to the training, leadership at the YSC in partnership with direct-care staff developed several work groups in order to develop and implement a model behavioral management system. In addition to training and programmatic changes within the facility, significant physical plant upgrades were made to the shelter care portion of the YSC. A quiet room was created for youth experiencing mental health issues along with painting and furniture upgrades. The overarching purposes of the physical plant changes were to create as much of a home-like atmosphere as possible.
Fewer changes were made to juvenile court and Diversion services. A focus was placed on continuous quality improvement to existing programs. Most notably was the Division’s participation in the countywide mental health and AODA evaluation by Zia Partners. In 2012 and beyond, the Division will be integral partners in implementing recommendations of the Zia Partners evaluation.
Overall, the JJPSD will continue to strive to implement evidenced-based programs and practices in connection with the Division’s vision, mission, and values.

Juvenile facilities overseen by Rock County do not publish the names of the offenders housed in their facility. As such, there is no public forum for this information.

Visitation Information

The Youth Services Center (YSC) is a secure detention facility that provides care for youth as ordered by the Rock County Juvenile Court System. This facility houses youths who have been deemed a danger to the community and require secure custody. When a youth commits a crime, law enforcement may refer the case to Youth Justice for review. If the offense is considered serious and the youth poses a significant risk to the community, law enforcement may contact the YSC for a temporary physical custody (TPC) hold. This hold can take place either at the YSC or at Derrick’s House, a shelter care facility.

If a youth is placed on a TPC hold, they will appear before a juvenile judge by the next business day. The parents of the youth will be notified of the custody intake hold and are required to attend the court hearing. Information about the court hearing will be provided to the parents at the time of the custody hold.
