The RCCC is a detention center located at 12500 Bruceville Rd Elk Grove, CA which is operated locally by the Sacramento County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Sacramento County accepts inmates from surrounding towns, Elk Grove Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

The Rio Cosumnes Correctional Center (RCCC) plays a pivotal role as the primary facility for inmates sentenced to County Jail from Sacramento County Courts. Located adjacent to Franklin Field, a public airport primarily serving general aviation, RCCC is essential in managing inmate population levels, especially with the increasing number of pre-sentence detainees. As a Type II facility, RCCC handles newly arrested individuals from law enforcement agencies in southern Sacramento County, with over 180 Sheriff's Office employees dedicated to maintaining a secure environment.

Inmate health and well-being are priorities at RCCC. Essential items not available on-site may be accepted at the discretion of the Gatehouse officer. The facility strictly manages inmate property releases, adhering to specific hours and requirements to ensure timely processing. RCCC's Sheriff's Office Jail Industries Program offers skill training for inmates, producing goods for government agencies and nonprofits. Completing this program earns inmates a certificate of competency, and the revenue generated supports the program's self-sufficiency, gaining statewide recognition.

Inmates at this facility are assigned housing based on their classification following processing. Those who comply with facility rules are often classified at a lower level, which grants them additional privileges, while those who violate rules or face new charges may be classified at a higher level, resulting in fewer privileges. Trustees within the facility undertake tasks such as cooking, laundry, and managing commissary services, sometimes receiving minimal compensation or a reduction in their sentences for their efforts.

The facility is structured with "pods," which are large common areas with affixed tables and individual cells, typically arranged on two levels. Inmates spend part of their time in their cells and part in the common area, engaging in activities such as playing cards, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, is closely supervised by unarmed correctional officers. The environment in the county jail is generally less stressful than that of a prison due to the shorter sentences served by inmates.

The jail offers a phone program for outbound calls only, with no incoming calls allowed. To ensure security, books and magazines ordered for inmates must be sent directly from the publisher, guaranteeing that the items are new, untampered, and comply with facility regulations. Any books or magazines not received directly from the publisher will be rejected. However, letters and selfies to inmates can be sent to inmates through a convenient app, with packages starting at $8.00.

Inmate workers are selected based on conduct and cooperation with staff, and participation in the community service program can sometimes lead to reduced sentences. Commissary is available weekly, with orders placed via kiosk two days in advance. Spending limits may increase on holidays. Upon receiving their commissary items, inmates must present identification, verify their orders, and sign for them in the presence of the commissary employee. Indigent inmates are provided with essential hygiene items, USPS stamps, and writing materials.

The Sacramento Sheriff’s Office Reentry Services Unit at RCCC implements a comprehensive approach to rehabilitation through its vocational, educational, and treatment programs.
