which is operated locally by the San Francisco County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. San Francisco County accepts inmates from surrounding towns, San Francisco Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

San Francisco County Jail #2 Annex, situated on the 7th floor of the Hall of Justice, is a traditional linear jail facility and serves as the maximum-security facility within the San Francisco County Jail system. The Annex, formerly known as County Jail #4 closed on September 5, 2020, and no longer houses incarcerated persons. This facility has a rated capacity of 402 inmates and accommodates both sentenced and pre-sentenced individuals. As a maximum-security institution, the jail is designed to handle inmates who present higher security risks.

The layout of County Jail #2 Annex is characterized by a central corridor or "mainline," with cells located on either side. Deputy Sheriffs are responsible for monitoring inmate conduct and patrolling this central area, ensuring the safety and security of the facility.

Inmates at this facility have access to a variety of programs aimed at rehabilitation and personal development. These programs include parenting skills classes, independent study opportunities, and support groups such as Alcoholics Anonymous and Narcotics Anonymous. In addition, the jail offers specialized programs designed to mend and heal family relationships, including inmate-child visitation, which is an essential part of the parenting skills classes.

The facility is equipped with an industrial-sized kitchen that prepares and serves three meals a day to approximately 850 inmates. Additionally, the jail operates a full-scale laundry service, responsible for providing clean clothing and linens to the same number of inmates, ensuring that the basic needs of the inmate population are consistently met.

Medical care is a critical component of the services provided at San Francisco County Jail #2 Annex. The facility has its infirmary and offers 24/7 medical care to all inmates. Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Inmate workers are chosen based on conduct and cooperation with staff. Participation in the community service program can sometimes reduce sentences. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.
