San Francisco County Jail #3, previously known as County Jail #5, is the largest facility within the San Francisco County Jail system, offering comprehensive programs and modern amenities. Opened in 2005, this facility is located in San Bruno, San Mateo County, but remains under the jurisdiction of the City and County of San Francisco due to a unique historical arrangement dating back to the 1930s when San Francisco owned land in San Mateo County.

As a "New Generation" direct supervision facility, County Jail #3 features sixteen pods, each designed to hold 48 inmates, contributing to a total rated capacity of 768 inmates. The facility accommodates both sentenced and pre-sentenced individuals, providing them with access to some of the most innovative in-custody programs in the region. These programs include R.S.V.P., Roads to Recovery, C.O.V.E.R., SFSD Five Keys Charter School, and specialized parenting skills classes coupled with incarcerated parent-child visitation opportunities. These programs are designed to support rehabilitation and reduce recidivism, equipping inmates with essential life skills and education.

In addition to these offerings, County Jail #3 is home to a Sheltered Living Unit, a designated pod that provides tailored programming for inmates with psychiatric needs. This specialized care ensures that inmates with mental health challenges receive the support and attention they require.

The facility is also equipped with an industrial kitchen and a full-scale laundry operation, both functioning year-round to meet the daily needs of the inmate population. Medical care is a top priority at County Jail #3, with a state-of-the-art infirmary and dental office providing round-the-clock medical and dental services to all inmates. This commitment to comprehensive care ensures that inmates receive consistent and high-quality medical attention during their incarceration.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. You may, however, send letters and selfies to inmates with this easy-to-use app, packages starting at only $8.00.

Inmate workers are chosen based on conduct and cooperation with staff. Participation in the community service program can sometimes reduce sentences. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.
