The San Joaquin Honor Farm is a detention center located at 535 W Mathews Rd Stockton, CA which is operated locally by the San Joaquin County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. San Joaquin County accepts inmates from surrounding towns, Stockton Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

The Honor Farm functions as a county intake center, accommodating both unsentenced individuals awaiting trial and sentenced offenders serving their time. It is designed as a new-generation jail, operating under the Direct Supervision model, where inmates are housed in the least restrictive conditions appropriate to their past and current behavior. Inmates who adhere to the rules and follow staff instructions are granted privileges, including unrestricted access to collect phone calls, participate in visiting hours, engage in recreational activities, and attend religious and educational services. However, those who engage in disruptive behavior may face restrictions on some or all of these privileges.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Alternatively, setting up an account through a third-party phone company may entail high fees per minute of usage. It's important to remember that all phone calls are recorded, and discussing sensitive legal matters over these lines is discouraged.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. You may, however, send letters and selfies to inmates with this easy-to-use app, packages starting at only $8.00.

Health care services within the facility are available seven days a week, ensuring that inmates receive necessary medical attention. The facility is equipped with a full-service pharmacy that dispenses prescribed medications. Additionally, over-the-counter medications can be purchased through the inmate commissary, allowing inmates to manage minor health needs independently. The structured environment and comprehensive services aim to maintain order and provide for the well-being of the inmate population.

Inmate workers are chosen based on conduct and cooperation with staff. Participation in the community service program can sometimes reduce sentences. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Visitation Information

Check-in upon arrival at least 30 minutes before the start of the visit you want to sign up for. Inmate visiting starts at 9:00 am and the last. inmate visit is at 4:00 pm. Visits are 45 minutes long starting on the hour. Inmates housed get two (2) visits per week based on availability.

Upon arrival at the Honor Farm, inmates undergo an orientation process where they are informed of the facility's procedures, particularly regarding visitation. It is the inmate's responsibility to check the visiting list, which is posted during each visitation period. Officers will not locate inmates for visits. If an inmate chooses to attend a class, church service, sports program, movie, or similar activity, it is a voluntary decision, and they will not be excused to attend a visit during these times. Additionally, if an inmate is at their work assignment, they will not be permitted to visit. If the inmate misses a visit for any of these reasons, visitors may attempt to schedule another visit on the next designated visiting day.

Visitors are advised to communicate with the inmate to verify their work schedule, which may change periodically. Honor Farm inmates are prohibited from receiving money during visits, and possession of money can result in disciplinary action. Visitors can deposit funds into an inmate's account using a kiosk located in the visiting lobby during regular visiting hours, or in the 24-hour lobby for after-hour deposits.

Honor Farm allows only two visitors per inmate. The following visitation rules are strictly enforced:

- Eating, drinking, and smoking are prohibited in all visiting rooms.
- Visitors are not allowed to re-enter the visiting room if they leave once the visit has started.
- Large items such as handbags, diaper bags, strollers, and infant seats are not permitted in the visiting room. These must be kept outside the facility, with a limited number of lockers available to secure small personal items. Visitors may obtain a locker key in exchange for ID from the visiting officer, but the visiting staff are not responsible for these items.
- Visitors with infants may bring a clear plastic bag containing one bottle, one small blanket, one diaper, and wipes for diaper changes.
- Visitors under the influence of alcohol or drugs will be excluded from visiting and may be subject to arrest.
- All visitors are subject to searches of their persons and belongings.
- Visitors on probation, parole, or other forms of conditional release may need to provide written permission from their supervising agency to visit, as per P.C. 4571. Those convicted of a felony, on parole or probation, or who have been released from any San Joaquin County custody facility within the past 30 days are prohibited from visiting.
- Visitors with active warrants are not allowed to visit and may be detained or arrested. Proof of a scheduled court date is not sufficient.
- Visitors deemed harmful to the inmate or who pose a threat to the institution’s security will be excluded from visiting, with the Facility Commander having the authority to suspend visiting privileges indefinitely.
- Visiting privileges may be suspended for one week per incident by an officer, and more serious violations may be referred for further review, potentially resulting in a longer suspension or an indefinite ban.
- Visitors not approved for a visit or who have their visit terminated will be informed of the reason, and any appeals regarding suspension or termination will be directed to the Duty Sergeant and forwarded to the Facility Commander for review.

These rules ensure the safety, security, and orderly operation of the Honor Farm facility, and compliance is required from all visitors and inmates alike.
