By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Kirkland Correctional Institution, established in 1975, operates as a close-custody facility for male offenders aged 17 and above, sentenced to 91 days or more. With a comprehensive intake process, Kirkland assesses and classifies approximately 8000 offenders annually, including housing the state's Maximum Security Unit for the most dangerous and violent inmates.

Education is a priority at Kirkland, offering educational evaluations, monthly GED testing, Corrections Learning Network programs, GED preparation, and adult basic education to facilitate offender growth and development.

The institution provides routine medical and dental care on-site, supported by a DHEC-licensed 24-bed infirmary catering to all SCDC male inmates. Mental health services are also available through the Gilliam Psychiatric Hospital staff, along with an Intermediate Care Services Unit for males requiring specialized care.

A variety of programs are offered to promote rehabilitation, including religious services, volunteer services, CIU, Shock, ICS, reentry services, and recreational activities aimed at fostering positive behavior and personal growth among inmates.

Furthermore, Kirkland serves as a vital link in the parole process, acting as a video conferencing site for parole hearings in collaboration with the South Carolina Department of Probation, Parole, and Pardon Services. Visitation is now open on Saturdays and Sundays for all institutions not on covid quarantine.

Visits must be scheduled ahead of time on the SCDC/GTL scheduler. If you have not created an account, click here to do so.

Visits will be from 8 a.m. to 4 p.m. and will be scheduled in 2-hour blocks. General population inmates with visitation privileges will be allowed four in-person visits per month.

Inmates may have one visit per weekend and up to four visits per month.

Inmates may have up to four visitors at a time, one of which must be an adult. Children of all ages can visit. Children age 10 and older must have a government-issued photo ID to visit. Children age nine and younger must show a long-form birth certificate.
