Each year, the facility processes approximately 1,350 bookings. While this number does not represent 1,350 unique individuals—since some detainees are booked multiple times throughout the year—it illustrates the dynamic nature of the facility’s operations.

The Security Center accommodates a wide range of individuals, from those charged with minor infractions to those accused of severe crimes, including murder. The facility observes a spectrum of behaviors from its detainees, ranging from cooperative and respectful individuals who accept responsibility for their actions to those exhibiting disruptive or violent conduct. Staff frequently encounter verbal threats, profane remarks, or aggressive actions from detainees, and occasionally face severe incidents such as assaults, suicide attempts, vandalism, or destruction of property. In such cases, disciplinary measures and criminal charges are pursued wherever applicable to maintain order and safety.

Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Inmate workers are selected for community service programs based on their demonstrated good conduct, cooperation with facility staff, and adherence to institutional rules. These criteria ensure that only individuals who exhibit responsibility, reliability, and a commitment to positive behavior are allowed to participate. Medical Services

The Scott County Security Center prioritizes the healthcare needs of its inmates through a partnership with Advanced Correctional Healthcare. A licensed practical nurse (LPN) is on-site 25 hours per week, and a physician is on call 24/7, with one designated day each week to address inmate medical concerns.

If an inmate requires medication, it must be provided in its original bottle by the inmate or a family member. Medications not in their original packaging or those that are expired will not be accepted under any circumstances. This policy ensures the safe and accurate administration of prescribed treatments within the facility.

Visitation Information

Scott County Security Center Visitation Policy

Visitation at the Scott County Security Center is available Monday through Saturday, from 10:00 a.m. to 8:00 p.m. Visits must be scheduled in advance through www.inmatesales.com or by calling (877) 998-5678, as same-day appointments are not permitted. Each inmate is allowed one 20-minute visit per seven-day period.

Visitors who have been incarcerated in the Scott County Security Center within the past year are prohibited from visiting inmates. Children under the age of 18 may visit without being listed on the visitation list but must be accompanied by a parent or legal guardian who is on the list. Proof of the child's identity, such as a birth certificate, Social Security card, or legal documentation, is required.

Visitors should arrive no earlier than 10 minutes prior to their scheduled time to allow for check-in. Late arrivals will not be permitted to visit. Those not listed on the inmate’s visitation list must remain outside the facility.

Inmates are restricted to one 20-minute visit in accordance with the visitation schedule, which is determined by the inmate's assigned housing unit or cell block. Visitors must adhere to all rules and regulations while in the visitation area.

Prohibited Items and Behavior:

Commissary Transactions:
Commissary funds can be added 24/7 using cash, credit, or debit cards. Cash transactions incur a $3.25 fee, while credit and debit card transactions are subject to a 10% fee. Money orders are accepted only through mail, and personal checks are not allowed.
