The Spartanburg Co Main Jail is a detention center located at 950 California Ave Spartanburg, SC which is operated locally by the Spartanburg County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Spartanburg County accepts inmates from surrounding towns, Spartanburg Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

Upon its opening, the jail was rated with a capacity of 436 inmates, with the majority of these individuals being in pretrial status. The construction of the main jail was a direct response to the severe overcrowding experienced at the county's other two detention facilities, now referred to as Annex I and Annex II.

On the opening day in July 1994, 299 inmates were transferred from the existing buildings to the new facility. However, by August 1994, the inmate population had already exceeded 400, necessitating the transfer of inmates back into the two older buildings.

Current Operations - Currently, the main jail operates in conjunction with Annex I and Annex II. The inmate population is distributed across these three facilities, with varying levels of occupancy based on the number of individuals being detained at any given time. This distribution helps manage the overall population and ensures that each facility can operate within its capacity constraints while addressing the needs of pretrial detainees and other inmates. The ongoing use of all three buildings highlights the dynamic nature of inmate management in Spartanburg County, as the facilities work together to maintain secure and effective detention operations.

Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Inmate workers are chosen based on conduct and cooperation with staff. Participation in the community service program can sometimes reduce sentences. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Visitation Information

General Visitation Information - Inmates at the Spartanburg County Sheriff’s Detention Facility are typically granted two 30-minute visitation slots per week, along with one 20 or 40-minute remote visit that friends and family can pay for, as available. These visits are designed to provide inmates with the opportunity to maintain connections with their loved ones while ensuring a secure environment.

Visitation Rules

1. Times and Scheduling:

  • Visitors must be present at the jail at least 15 minutes prior to the scheduled visit to check-in.
  • Late arrivals risk not being able to check in via the electronic kiosk located in the lobby of the Main Jail (950 California Ave).
  • Visits will begin at the predetermined time slot, and late arrival will not warrant rescheduling. This will count as one of the two allotted weekly visits.
  • Deputies generally do not intervene in scheduling except for inmates with mental disabilities, in which case assistance will be provided to ensure these inmates can conduct video visits.

2. Identification and Registration:

  • All visitors, except for small children, must present a photo ID (driver’s license or state ID) and be registered through SECURUS as an approved visitor.
  • Visitors not signed up through SECURUS will be removed, and the approved visitor's privileges may be revoked.

3. Searches and Prohibited Items:

  • All visitors are subject to a search, typically involving a metal detector and/or a pat-down.
  • Prohibited items include metal objects, keys, knives, nail files, and other potential weapons.
  • Visitors discovered with such items will be asked to secure them in their vehicle.
  • Strip searches are not generally authorized but may occur under specific circumstances:
    • Discovery of a weapon during a search.
    • Discovery of illegal drugs during a pat-down.
    • Visitors caught attempting to pass drugs or weapons to inmates.

4. Refusal to Submit to Search:

  • Visitors who refuse to submit to a search will have their visitation privileges terminated.
  • Privileges may be restored upon appeal to the Director or designee, provided a sufficient reason is given for the refusal.
  • The Director's decision in these cases is final.
