The Thurston Co Jail is a detention center located at 605 2nd St Pender, NE which is operated locally by the Thurston County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Thurston County accepts inmates from surrounding towns, Pender Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.

The Thurston County Law Enforcement Center serves as the central hub for law enforcement operations in Thurston County, it is home to the Thurston County Sheriff’s Department (Pender Division), the Thurston County Communications/Dispatch Center, and the Thurston County Jail.

This modern facility was built to address critical safety concerns and outdated conditions associated with the old 25-bed jail, which had been located in the courthouse basement since the 1920s. By 2014, the need for a new facility became clear, and the county board approved construction through a $5.9 million bond issued in April 2015.

Completed in 2017, the new facility includes a 34-bed jail designed to meet modern standards. It features an indoor and outdoor recreation area, multimedia rooms, laundry facilities, a fully equipped kitchen, a medical office, contact and non-contact visitation spaces, and ample storage for equipment. The building also accommodates a video visitation area, evidence storage, and office space for the Sheriff’s Department and associated personnel.

Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Inmate workers are selected for community service programs based on their demonstrated good conduct, cooperation with facility staff, and adherence to institutional rules. These criteria ensure that only individuals who exhibit responsibility, reliability, and a commitment to positive behavior are allowed to participate. Participation in these programs not only benefits the community through valuable labor contributions but also offers inmates the chance to develop a strong work ethic, learn transferable job skills, and build a sense of accountability.

Visitation Information

The Thurston County Jail provides both on-site and off-site visitation options to accommodate the needs of inmates and their loved ones. On-site visits are available Monday through Friday, between 8:00 a.m. and 4:30 p.m. Off-site visitation allows visitors to connect with inmates remotely from their homes outside regular visitation hours. This service requires a fee per 30-minute session. While inmates are not restricted on the number of visits they may receive, the facility reserves the right to limit visits as necessary to ensure equal access for all inmates. Visitors must be at least 18 years old to attend a visitation unless accompanied by a parent or legal guardian. Proof of guardianship, such as a birth certificate or court order, is required for minors. All visitors must present a valid government-issued photo identification at the time of their visit. To ensure orderly scheduling, visitors are required to call at least 24 hours in advance to book a visitation slot corresponding to the inmate’s housing pod. Once scheduled, visitation days and times cannot be changed. Registration must be completed at least 15 minutes before the visit, and visitors must wait in the lobby until they are called.

All individuals and items entering the facility are subject to search. Inmates are also searched before entering the visitation area to maintain safety and security. To prevent the transfer of contraband or weapons, contact visits are strictly prohibited. Visitors are not allowed to bring food, drinks, or tobacco products into the visitation area, and the use of cameras, cell phones, or recording devices is forbidden. Additionally, visitors who leave the visitation room during a session are not permitted to re-enter.

Behavior and attire are closely monitored during visits. Visitors must dress appropriately, avoid provocative clothing, and must wear shoes at all times. Disruptive or intoxicated individuals will be denied visitation and may be permanently barred from the facility. Children accompanying an adult must remain under direct supervision at all times and stay within the designated visitation area. To ensure fairness, each inmate is allowed four 30-minute visitation blocks per week, with each visit counting as one block regardless of its duration.

All visits are recorded to ensure compliance with facility rules and maintain security. Visitors are restricted to the visitation area and may not access other parts of the correctional facility. Anyone deemed a security risk will be prohibited from visiting.
