Tooley Hall is a residential community corrections program for offenders referred through the Colorado Department of Public Safety and Division of Criminal Justice. The center provides services to prepare residents for a successful community transition and reduce recidivism in the Denver area. Residents participate in the EMBARC (Enhancing Motivation by Achieving Reshaped Cognition) program, created in equal partnership with the Colorado Division of Criminal Justice (DCJ) Office of Community Corrections and Denver Division of Community Corrections (DDCC).
