The Statewide Detention Admission Guidelines outline a comprehensive list of "Holdable Offenses," any of which may warrant admission into detention. However, certain exclusionary criteria exist, including charges related to status offenses, failure to appear at court hearings, runaway incidents, experiences of abuse or neglect, and age restrictions.

The program aims to achieve several desired outcomes, including community protection, holding youths accountable for their actions, and conducting early screening and assessment to address underlying issues. The length of stay in the program is tailored to each youth's circumstances as determined by the Utah Juvenile Court, targeting delinquent youths aged 12-17 who present a significant risk to the community. Through these efforts, the program seeks to mitigate immediate dangers while facilitating rehabilitation and reintegration within society.
