The UCCCC is a minimum-security facility operated by the Oklahoma Department of Corrections for adult male inmates. Originally constructed by Avalon Corporation in 1999 as a high-security juvenile facility, it was repurposed to accommodate community-security level inmates. UCCCC officially opened its doors on March 24, 2005, with a capacity of 228 inmates.
Primarily housing non-violent offenders incarcerated for drug-related crimes, UCCCC emphasizes rehabilitation and reintegration into society. Inmates are engaged in various programs aimed at addressing substance abuse issues, including a four-month substance abuse treatment program and participation in self-help groups like Alcoholics Anonymous. Additionally, the facility offers a victim impact program to educate inmates about the consequences of their actions on their victims.
