The Washington County Jail, a 228-bed direct supervision facility, has been serving the community since its opening in June 1993. Designed to house both male and female offenders, the jail accommodates pre-trial detainees, sentenced inmates, and juveniles in a temporary eight-day holding facility. Its direct supervision model ensures a secure and efficient correctional environment.

The facility is equipped with comprehensive amenities, including a fully operational laundry and kitchen, a medical unit with multiple exam rooms, and an on-site dentist’s office to address inmates' healthcare needs. Additionally, the jail houses a dedicated transport unit that operates five days a week, facilitating the secure movement of inmates. The jail’s operations are overseen by Commander Roger Heinen, ensuring a professional and well-managed correctional facility.

Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount.

Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

To ensure proper care and maintain facility standards, the jail provides a range of services and programs. These include food service, offering three balanced meals daily, and healthcare, with access to medical staff such as a public health nurse, doctors, and mental health professionals. Mail services handle correspondence while ensuring compliance with court orders and preventing criminal activity.
The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. The Jail enforces this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Educational programs include GED assistance and substance abuse support, while spiritual services meet diverse religious needs. Work programs, such as Huber Work Release and Sentenced to Service (STS), provide structured opportunities for productivity. Inmate workers are selected for community service programs based on their demonstrated good conduct, cooperation with facility staff, and adherence to institutional rules. Visitation Information

Visitation at the Washington County Jail in Minnesota is subject to strict guidelines to ensure safety, security, and compliance with data privacy laws. Visiting Requirements and Rules

Visitors must present a valid government-issued photo ID with a date of birth. IDs from schools, workplaces, or stores are not acceptable. Free lockers are provided in the jail lobby for storing personal items, including outerwear, cell phones, purses, and keys. All visitors must pass through a metal detector and adhere to appropriate clothing standards; revealing attire will result in denied visitation.

The jail prohibits contraband, and any attempt to bring unauthorized items will lead to arrest and charges. Visitors with outstanding warrants will also be taken into custody. Inmates in segregation are limited to one pre-approved visit per week, while those on lockdown are not permitted to receive visitors. Inmates may decline visits, and they will not be removed from programs or work to accommodate visitation.

Special Considerations

Minor children of inmates are allowed to visit if they are listed on the inmate’s approved visiting list. Children must be accompanied by a parent or guardian at all times and cannot be left unattended in the lobby or vehicles. Baby strollers, cribs, and carriers are not allowed in the facility. Visitors are responsible for supervising their children during visits, and disruptive behavior may result in the visit being terminated.

Sanitizing wipes are provided, and visitors are asked to clean their booth after use. Visits may also be terminated if a visitor needs to leave the booth during the session, so it is recommended that children use the restroom beforehand.
