Located in San Diego, CA, WRDF operates as a private contractor with various government agency agreements providing state-minimum custody requirements. Programs are offered to all custody levels, including work release residents focused on reentry success. With a strong emphasis on rehabilitation, WRDF provides comprehensive educational and vocational opportunities. Onsite amenities include dietary, health, fitness, educational, religious, and recreational services. Regular inspections ensure compliance with government standards, ensuring the facility's continued operation.
The Western Region Detention Facility primarily holds offenders under the custody of the US Marshals Service (USMS), who are awaiting trial, sentencing, or federal designation. It is located in downtown San Diego, California, across from the Federal Courthouse. Originally the San Diego County Central Detention Facility, the County of San Diego finalized arrangements with The GEO Group, Inc. (GEO) in January 1999 for the renovation and leasing of the facility.
Renovations were undertaken by Hensel Phelps Construction starting in February 1999. The renovation project included upgrading and reconfiguring the facilities, installing central air conditioning, and revitalizing the exterior to blend into the downtown décor.
Under a separate contract signed on July 3, 2000, GEO agreed with the USMS for detention services and the housing of federal prisoners at the renovated facility. The scope of services provided by GEO includes security, medical care, food, laundry, and transportation for the inmates held at the facility.
