It could be either. This depends on the system where your inmate is incarcerated. An inmate can make a collect call from ALL jails, prisons and detention facilities This is absoolutely the most expensive call.
In most federal facilities, the inmate's TRULINCS account controls the outbound phone calls (along with commissary and CORRLINKS email). Every call made is debited from this account by the minute. Local calls are 1/4 the price of long distance calls. We get people local numbers through our Discount Phone Service program.
In state prisons (and all 50 are different), the go to contract with a single phone carrier and the call recipient (you) have to set up a prepaid account. Their rates are also distinguished by where the call is going. You are paying for the call - but in most cases, a cheaper price per call is available using a different phone number altogether. We get the numbers and forward the call to your current number. This often times will save between $3.00 - $12.00 per call. The members who get numbers from us speak to their inmate every day. Save $5.00 per day times 30 days... That is worth the $19.95/month fee we charge.
There is another scenario, inmates may buy calling cards. BUT, if you are the person putting money on their books, you are really paying regardless of the route you take. We help you stretch your dollar.
