If you are at a work camp do you still have to send in a cell phone bill and be approved for phone calls? Or can the inmate turn in the phone list and wait for the list to be approved

If the system you are incarcerated in using a "phone bill verification" to approve calls, then it would be in effect throughout their entire system not matter the facility's custody status. If you use our service, the receipt and transfer emails serves that proof.
