My boyfriend was transferred from the solano county jail on November 13th I haven't heard from him can he write letters or make calls to me?

The transfer to a state or federal facility will require that an Admission and Orientation process be concluded before privileges are instated. That being said, there are no restrictions on writing letters, only for the use of the phone and visitation until A & O is completed. This process could take a week or so, especially if the transfer required a stop or two along the way.
