The normal time it takes is between 1-3 days.  Once the letter is received by the prison intake, they open and examine the contents for contraband. Every prison has their own procedures which might effect the actual date the inmate receives the letter.

In the Dallas County sheriff's office there is a complex known as the Lew Sterrett Justice Center.  There are three individual jails within the complex - The North Tower Detention Facility, West Tower Detention Facility and Suzanne Lee Kays (South Tower) Detention Facility - you will have to follow the visitation rules and proceed accordingly.

You have to send it by regular mail it back to them - Uintah County UT Jail. Once they have the application, they run it through the system to make sure that the visitor does not have a criminal record before approval.

You can call the prison facility and ask about your inmate's well-being.  Most staff members that answer the telephone are very friendly and will give information especially if you let them know that you are worried and haven't heard from them in a while.

There are a few options to consider. 1) he has the resources to contact a divorce lawyer who is then allowed to visit him at the facility;. 2) he can use the law library and research how to file for divorce on his own; 3) he can hire one of the many "jailhouse lawyers" which are merely inmates with the know-how from  filing on behalf of other inmates.

During the checkout process there is a space for your name and account number.  Below that is a space that says "Select a  Shipping Address".  Scroll down to "Add a new address". In this space there is a spot to include the inmate's name and ID number as well as the name and address of the facility. When finished hit the button "Ship to this address" and your inmate will be smiling in a matter of days.

The friend you speak of that is not approved cannot visit without prior authorization. Your inmate may add or subtract potential visitors to his list as often as he wants.
