Not all inmate's mugshots are published. The inmate locator on the Luzerne County Prison are posted without pictures but we found this link from a site that just publishes mugshots: https://mugshots.com/US-Counties/Pennsylvania/Luzerne-County-PA/

You should be able to find it without an id number. First name, last name and the state they are in is the way to begin. We have several locators to choose from and try. If all else fails, email us ar aid@inmateaid.com, ask for a coupon and help finding your inmate :)

You can call the facility and speak with the counselor. They will have that information, just be very polite and humble when calling to ask for information.

Depending on where you inmate was picked up, they will be taken to a federal detention facility. If your inmate is in Kansas, there is only one federal facility, it is at Leavenworth KS. But that really has nothing to do with what holding facility if the trial is not in Leavenworth. They will decide wher to detain them based on where the trial will be held.
