Q: I've finally located a good friend who was arrested a while back. I've sent him two letters and a postcard and have received no response. How do I know if he's received the incoming mail and viewed it, or if it's simply his personal choice to not be responding? Also, is there any way to find out status/well being of an inmate? Thanks for any help.
