The Duval County Community Transition Center is overseen by the Duval Sheriff's Department and consists of six community-based programs that supervise both pre-sentenced and post-sentenced offenders, prioritizing public safety and cost-effective alternatives to incarceration. Working in collaboration with the County's Work Release Center, located at 451 Catherine St Jacksonville, FL, and other criminal justice agencies, the division oversees thousands of offenders in the community.
A Community Corrections Facility is a structured, supportive environment designed for low-risk offenders and those nearing the end of their sentences, with a primary goal of rehabilitation and successful reintegration into society. Unlike traditional high-security prisons, these facilities offer programs that focus on personal development, employment skills, and behavioral health, addressing the needs of individuals through targeted support. Common offerings include substance abuse treatment, cognitive-behavioral therapy, anger management, and vocational training, equipping residents with tools to overcome personal challenges and establish constructive habits.
Many Community Corrections facilities also feature work release programs, allowing individuals to work outside during the day and return in the evening, fostering a sense of responsibility and aiding the transition back into the community. Security is maintained through a combination of supervision and strict adherence to facility rules, ensuring a safe and structured environment. By promoting accountability and providing practical resources, Community Corrections facilities play a vital role in reducing recidivism, supporting public safety, and empowering residents to make positive, lasting changes in their lives.
The Duval County Community Transition Center, located in downtown Jacksonville, FL, houses county-sentenced male and female inmates who participate in the Work Furlough program and the Substance Abuse Treatment program, known as Matrix House. This facility also accommodates inmate workers assigned to various other facilities within Duval County. The primary duties of the Community Transition Center include providing a structured environment for inmates to engage in work and treatment programs, and facilitating their reintegration into society. Inmates in the Work Furlough program are permitted to maintain employment in the community while serving their sentences, promoting financial responsibility and job skills development. The Substance Abuse Treatment program offers comprehensive support for inmates struggling with addiction, aiming to reduce recidivism through intensive therapy and rehabilitation. Additionally, the Center oversees the assignment and management of inmate workers who support the operations of other county facilities, ensuring they contribute meaningfully to the community while incarcerated. The Center is committed to fostering personal growth, accountability, and successful reentry into society for all participating inmates.

Inmates are allowed video visitation with persons of their choice. There is no in-person visitation. Video visitation is initiated by the inmate calling a visitor who has signed up through www.gettingout.com. This webpage will require the user logging in to create an account, upload an ID for verification, and once approved will be eligible to receive inmate video visitation calls. This is the same site needed to have access for the inmate tablet messaging, so once an account is created at www.gettingout.com both features (messaging/video visitation) will be enabled.
Inmates have the option to initiate visits with friends and family who signed up to allow the visit remotely (from home). All remote visits will be charged at $0.25 per minute.
Friends and family can also use the Video Visitation Center located at 500 E. Adams Street, at no cost. It does not matter which facility the inmate is housed in to use this option. Each inmate can receive one visitor per week. Video Visitation Center visits are a maximum of two hours.
Visits can be scheduled up to 14 days in advance. ALL VISITS MUST BE SCHEDULED 24 HOURS IN ADVANCE. Visitors who schedule same day visits will be turned away.
To schedule, please go to: https://www.gettingout.com/schedule-a-visit/.
Inmate workers will not be allowed visitation during their assigned work hours. Juveniles will not be allowed visitation during school hours.
