The Holmes Co Jail is a detention center located at 8105 Township Rd 574 Holmesville, OH which is operated locally by the Holmes County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Holmes County accepts inmates from surrounding towns, Holmesville Police Department, and the US Marshal's Service.
New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Those who are not released await their court appearances at the jail, receiving accommodations including bedding and meals.
The Holmes County Jail commenced operations at its current location in 1994 as a "full service" detention center as classified by the State of Ohio, the facility operates continuously, 24/7, 365 days a year. Under the authority of Section 341 of the Ohio Revised Code, the Holmes County Sheriff assumes the role of the keeper of the County Jail. Appointed by the Sheriff, a Jail Administrator is responsible for managing jail facilities and ensuring compliance with all applicable laws.
The jail's current capacity stands at 60 inmates, including 50 male beds and 10 female beds. Proper staffing is paramount to maintain safety and security around the clock. The operational team comprises four sworn personnel, five supervisors, and fourteen full-time and part-time civilian employees, assigned various duties such as inmate supervision, intake procedures, general security, and medical and court transport.
Additionally, five full-time and four part-time contract employees manage medical, behavioral health, maintenance, and food service units within the Jail. All deputies assigned to the facility are certified peace officers, available to respond to civil disturbances and emergencies across the county as needed.
Books and magazines ordered for inmates must come directly from the publisher. This policy ensures that the items are new, untampered, and comply with the facility's regulations. Prisons and jails enforce this rule to prevent the introduction of contraband or prohibited materials. By restricting orders to publishers, the facility can better maintain security and control over the content entering the institution. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate.
Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, orders may be doubled. Indigent inmates must miss two commissary days to receive a weekly indigent pack containing basic hygiene items, and indigent mail is stamped only for the Attorney of Record or the Court. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee.
The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Alternatively, setting up an account through a third-party phone company may entail high fees per minute of usage. The Minimum Standards for Jails, states that inmates can have 30 minutes of visitation a week. This time will be given in 15-minute block Two (2) times per week. This means that inmates have 15 minutes during the scheduled time to visit up to Four (4) visitors. This, however, does not mean a 15-minute visit for each visitor. Please Note: All visitation times can be suspended for disciplinary actions caused by the inmate.
