The program offers varying degrees of freedom, some even allowing prisoners to work during the week and return home, serving their sentences on only weekends. Depending on the terms (which change from time to time), inmates may reside in a halfway house or under home confinement when not working. As they near their release date, residents may transition to reintegration programs, with potential offers of full-time employment upon full release.

In-house sanctions, like pass removal and room restriction, are imposed for non-compliance, while external sanctions may involve returning to court or program termination.
Key functions of the Transition Center include providing a sanction option for courts, an alternative to Jail, and an intervention tool for Parole and Probation. Additionally, it serves as an emergency population release valve for the Jail. The facility caters to sentenced offenders in categories including work release, court-sentenced individuals, and Probation/Parole violations, offering a transitional program to prepare inmates for community reintegration.
